Wat voor warmte-oplossing wil de warmtewerkgroep PBW?
- Een plan om van het gas af te gaan, liefst voor 2035;
- Een solidaire oplossing – een oplossing voor ons als wijk of buurt in plaats van alleen voor mij als bewoner;
- Een oplossing waarbij we zelf bepalen waar wij het geld aan willen uitgeven en bepalen wat we daar voor krijgen;
- Een efficiënte en daardoor betaalbare oplossing.
In de gemeenteplannen is onze wijk na 2035 aan de beurt. De gemeente start de warmtetransitie in onze wijk na 2035: dat duurt nog lang en dit soort grote veranderingen hebben de neiging om verder uit te lopen. En dat heeft gevolgen.
Een oplossing voor iedereen na 2035 lijkt onmogelijk
Uit onze enquête uit 2024 in de PBW blijkt dat er hoogst waarschijnlijk te weinig bewoners zijn die willen meedoen met het warmtenet als dat er na 2035 komt. 30-50% geeft dan aan een eigen warmte-oplossing geregeld te hebben. Daarmee blijven er te weinig huizen over die meedoen om het warmtenet te kunnen betalen.
Een warmtenet is überhaupt lastig in onze wijk
Warmtenetten zijn ideaal voor wijken met flats dicht op elkaar of nieuwbouw. Er zijn twijfels over grote warmtenetten in wijken als de PBW met veel verschillende soorten oude huizen. Tegelijkertijd werken individuele oplossingen hier wel goed.
Er is risico op een tweedeling in de wijk
In onze wijk hebben dus veel mensen het geld en de energie om een warmte-oplossing te regelen voor hun huis,. Als er daardoor te weinig huizen overblijven voor een warmtenet: wat kan er dan nog voor wijkgenoten die geen geld, energie of toestemming (VvE’s) hebben om het zelf op te lossen? Krijgen die wijkgenoten geen of een heel dure oplossing?
Lokale werkgroepen zijn welkom en krijgen hulp
- De Wet Collectieve Warmte (2025) zet in op lokale collectieve oplossingen. Dit zijn oplossingen die door bewoners als collectief worden georganiseerd en uitgedacht.
- Dat kan met collectieve inkoop, of oplossingen voor een heel appartementencomplex, straat, buurt of wijk. De gemeente ondersteunt dit proces.
- De Profburgwijk is pas laat aan de beurt in de warmtetransitie. Des te meer kans om het heft in eigen hand te nemen en zelf, met elkaar, goede keuzes te maken voor onze wijk.
Profburg District Heating Working Group
The Profburgwijk District Heating Working Group was established in 2024. It maps the neighborhood's needs, researches heating solutions for the district, and consults with the municipality.
What kind of heating solution does the PBW district heating working group envision?
- A plan to transition away from natural gas, preferably by 2035;
- A solution based on solidarity – a solution for us as a neighborhood or district, rather than just for me as a resident;
- A solution where we decide for ourselves how we want to spend our money and what we get in return;
- An efficient and therefore affordable solution.
Our district is scheduled for after 2035 according to the municipal plans.
The municipality will initiate the heating transition in our district after 2035: that will take a long time, and these kinds of major changes tend to take longer to materialize. And that has consequences.
A solution for everyone after 2035 seems impossible.
Our 2024 survey in the PBW district council shows that there are likely too few residents willing to participate in the district heating network if it is implemented after 2035. 30-50% indicated they had arranged their own heating solution. This leaves too few participating homes to be able to afford the network.
A district heating network is difficult to implement in our neighborhood.
Heat networks are ideal for neighborhoods with densely packed apartment buildings or new construction. There are doubts about large heat networks in neighborhoods like the PBW, with many different types of older houses. At the same time, individual solutions do work well here.
There is a risk of a divide in the neighborhood.
So, many people in our neighborhood have the money and energy to arrange a heating solution for their homes. If this leaves too few homes for a district heating network, what can be done for neighbors who lack the money, energy, or permission (homeowners' associations) to solve it themselves? Are these neighbors receiving no or a very expensive solution?
Local working groups are welcome and will receive support.
- The Collective Heating Act (2025) focuses on local collective solutions. These are solutions organized and developed collectively by residents.
- This can be done through collective purchasing, or solutions for an entire apartment complex, street, neighborhood, or district. The municipality supports this process.
- The Profburg district is a late adopter of the heating transition. This gives us all the more opportunity to take matters into our own hands and, together, make good choices for our neighborhood.
